The map makes it look rather like the the Surrey Cycleway involves riding on the motorway-like A24, but in fact you can use the old Dutch-style cycleways either side of the dual carriageway.

Typically for the UK, the recommended routes "may include short stretches of busier roads where no alternatives exist". So you can set off to follow an official cycle route, but you never know when you might have to ride on unpleasant busy roads. That's not very helpful!
